Where contracts should be created when moving resources around ?

its a bit technical question that concerns the rational when a contract is created to move a resource around (a role or a circle).

Now, the contract is created inside the tension to be moved (with its document, role or circle). But it can be confusing that the contract is not created target tension (the receiver circle or role).

In any case, the validation have to made by both coordinators, the one of resources to be moved and the one of node receiver.
